The Fresh Start Program was created by the IRS, in 2012, during the hard recession, to help individuals and small business owners with tax debt deal with their problems more easily. The program introduced some major changes to IRS Tax Debt Relief laws, greatly loosening eligibility restrictions and removing some requirements entirely, making it possible for millions of Americans to receive the tax relief benefits they so desperately needed.
